NCOIL to Continue Parts Discussion

The National Conference of Insurance Legislators (NCOIL) has voted to continue discussions of a model act which would essentially require that parts used in crash repair be either independently certified for quality or manufactured by the car companies.

A bipartisan group of NCOIL legislators agreed that further discussion was needed. State Senator Steve Geller (D-FL), said he believed that consensus was possible. Rep. Rich Golick (R-GA) indicated that more time was needed to address the specifics of this "important consumer issue." NCOIL agreed to use this time to consider issues associated with the bill and bring it up at their winter meeting in 2005.

"We are pleased to have been able to introduce this issue to these legislators. The result has been a far better understanding of the impact that the car company parts monopoly has on the American consumer and our concern that parts meet important minimum quality levels.

Further consideration of this bill will result in consumers being protected from both poor quality parts and the car company parts monopoly," said Jack Gillis, executive director of the Certified Automotive Parts Association.
