Jui Li Conducts Precedent Setting Aftermarket Part Recall

As recently announced by the Certified Automotive Parts Association (CAPA), CAPA conducted an investigation following a report that a replacement hood on a 1997 Toyota Tacoma pick up "flew up" during a test drive by a collision repair technician. Upon completion of its investigation, CAPA decertified all lots of part JLH13900 manufactured by Jui Li Enterprise Co., Ltd.

As a result of CAPA's findings and recommendation, Jui Li is conducting a voluntary inspection and recall program as described in the attached Notice of Voluntary Recall Program. This is the first recall of parts conducted by an aftermarket crash part manufacturer since entry of the current generation of replacement crash parts into the North American market began in significant numbers in 1979.

Approximately 5000 CAPA certified JLH13900 units were manufactured by Jui Li Enterprise Co., Ltd. and sold in North America between July 15, 1997 and March 29, 2002, when the part was decertified by CAPA. Since notification of decertification, Jui Li has produced no units of part JLH13900. Only some of the approximately 5000 units produced by Jui Li exhibit the secondary latch problem. Direct distributor customers of Jui Li were instructed to remove the products from their shelves in April, 2002, early in the investigation. Jui Li sent an official recall notice to all distributors in October 2002. An additional notice will be sent to distributors via the Auto Body Parts Association (ABPA).

The hood of a motor vehicle is secured by the primary latch. If the primary latch is not engaged while the motor vehicle is being driven, the secondary latch serves as an additional device designed to prevent the hood from flying up and obscuring the vision of the driver. The secondary latch is implicated only if the primary latch is not engaged for any reason.

Repairers & distributors are requested to review their sales records for all Jui Li hoods sold for the 1995-2000 Toyota Tacoma sold after August 1, 1997 and notify their customers of the potential problem. Collision Repairers should contact their individual customers and instruct them to return the Tacoma for inspection and, if warranted, replacement.

Upon inspection by the collision repairer, Jui Li, through its authorized distributor network, will reimburse the repairer for the replacement of the decertified hood with a certified hood if a problem is found to exist.

In order to receive reimbursement, collision repair centers must show the following to the distributor from which they purchased the part:

  1. reimbursement invoice for labor parts and materials;
  2. picture showing the secondary latch receiver does not catch the secondary striker securely; and
  3. original CAPA seal and/or a piece of hood with the Jui Li logo shown on the Voluntary Recall Notice.
